How does the student aid initiative effect me?

I'm am about to go into repayment in June. I have loans with Sallie Mae and Chase as well as Stafford. I was going to consolidate my private student loans but have now heard rumblings about the student aid initiative just ped. How, if at all does this effect me? Am I able to consolidate with the government now at the lower locked in interest rate? Or will these changes only effect those currently in or entering school?
